Expanded Learning Program (ELP)
The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program is provided at little or no cost for families who are enrolled in the Expanded Learning Programs (ELP). The ELP consists of academic and enrichment activities. The programs are educational and fun and include a daily complimentary snack. ELP is offered Monday through Friday from school dismissal until 6:00 PM (including minimum days). Participating students are expected to attend every day the program is offered. The McKinleyville Union School District (MUSD) is happy to provide the Expanded Learning Programs for TK-5 at Dow's Prairie and Morris schools. The program is referred to as "ELP". The programs receive funds through the 21st Century Community Learning Centers (21st CCLC) grant. The 21st CCLC Grant is made possible by Federal Funding.
After school programs vary from school to school and are tailored at each school to meet the particular academic and social needs of the school population. The program provides a safe and supervised environment after each school day for students to receive academic support and enrichment.

Funds are apportioned to school districts and charter schools based on prior year classroom-based average daily attendance for grades kindergarten through sixth grade (TK/K–6) and the prior year unduplicated pupil percentage as of the Second Principal Apportionment. The purpose of these funds is for afterschool and summer school enrichment programs as described in Education Code Section 46120.
